On 24 April 2025, HELP Logistics, in collaboration with the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre), facilitated a Validation Workshop in Kuala Lumpur as part of the Supply Chain Management (SCM) IT Feasibility and Requirement Study under the DELSA Phase IV Project.
The event convened representatives from ASEAN Member States (AMS), development partners, and humanitarian organizations to review and validate the preliminary findings of a comprehensive study focused on digitalizing and modernizing humanitarian logistics systems in the region.
The workshop centered on three key objectives. First, it provided a platform to present the draft outcomes of the feasibility study. Second, it aimed to collect feedback from stakeholders to enhance the study’s practical relevance and applicability. Third, it sought to capture user input on the design of future digital dashboard functionalities that will support efficient and informed supply chain decision-making.
HELP Logistics presented a proposed digital solution that integrates user-oriented dashboards and intelligent data interfaces into AHA Centre’s existing systems. This solution is designed to address key operational gaps identified through months of field research, stakeholder consultations, and process mapping. Among its capabilities, the tool will enable dynamic visibility of stockpiles, allowing real-time tracking of inventory across the region. It will support mobilization summaries that align with disaster response activities, provide access to detailed specifications from the DELSA catalogue, and enhance procurement transparency by allowing analysis based on specific donors or projects. In addition, the tool will facilitate supplier registration through vetted processes and include features to support gap analysis and logistics planning.
Built on real-time data integration, the system is expected to provide decision-makers with a unified view of warehouse operations, procurement flows, and resource distribution across DELSA’s regional stockpiles in Subang (Malaysia), Chainat (Thailand), and Metro Manila (Philippines).
The validation process emphasized the importance of user-centered design in the development of IT solutions. The feedback collected from logistics officers, procurement professionals, and humanitarian responders will directly inform the final system requirements. This ensures that the digital tools developed are aligned with the day-to-day operational realities and challenges faced by humanitarian actors in the ASEAN region.
This initiative reflects HELP Logistics’ broader commitment to harnessing technology to improve disaster preparedness, coordination, and the delivery of humanitarian aid. As the DELSA platform evolves, these digital enhancements are set to significantly strengthen ASEAN’s collective capacity to respond to crises more effectively and efficiently.
